Use the first phase to learn
The first phase is not only a construction step. It is a chance to test buyer interest, rental demand, build cost, local response, and the team’s ability to deliver. Keep it large enough to function but small enough to change if the market gives a different answer.
Match the phase to the owner’s cash needs
Home sales may help return capital sooner. Rentals may create longer-term income but require the owner to carry and operate them. A mixed first phase can spread the risk, but it also adds management and funding questions that must be planned in advance.
Protect later land
Roads, utilities, drainage, and lot patterns built in phase one can lock in the rest of the project. Compare the full neighborhood before finalizing the first phase so today’s decision does not remove tomorrow’s best option.
